Cyrus II of Persia 599 BCE to 530 BCE - He founded the Achaemenid Persian Empire. Cyrus conquered most of the Middle East and into Central Asia. He formed a strong central government by splitting the empire into provinces that could be administered by local governors. Cyrus was known to be accepting of the cultures of the places he conquered, and even setup one of the first declarations of human rights.
